The PDSU works closely with its co-funding organisations, DOE and SIB. The PDSU Director reports to a Programme Board made up of representatives of DOE, SIB, Department of Finance and Personnel (DFP) and representatives from each of the waste management groups, arc21, NWRWMG and SWaMP2008.
Our core activities are to:
- Facilitate the co-ordination of procurement activity between the three Waste Management Groups for the purpose of helping to secure an optimal solution for Northern Ireland.
- Assist with preparation of planning applications.
- Communicate to the private sector that Northern Ireland is properly prepared for a co-ordinated programme of large scale procurements in the waste sector.
- Assist with site selection.
- Assist with the preparation of business cases and in negotiating funding solutions.
- Disseminate best practice from GB and elsewhere.
- Assist with detailed programme management, including oversight of schedules and progress with meeting targets.
- Address issues related to transport of waste and recovered materials to and from Northern Ireland as they impact on the procurement and service specifications.
- Assist with the selection of external advisors and with co-ordinating their activities.
- Stimulate the supply market from potential bidders through selling the benefits of a co-ordinated NI-wide approach.
- Assist with securing and processing gateway reviews.
- Assist with preparation of tender documentation including draft service contracts in conjunction with the waste management groups and external advisors.
- Assist negotiations with bidders and bid evaluation.
- Facilitate engagement with banks and other funding sources.
We also have access to specialist advice in the legal, financial, insurance and pollution prevention fields.
PDSU offers a mix of direct funding and specialist advisor support to the three waste management groups.
